ABOUT ELECTIONS MANITOBA

Elections Manitoba is an independent office committed to maintaining the integrity and fairness of provincial elections, by-elections, and referendums in Manitoba. Operating free from political influence, it ensures that all eligible citizens have the opportunity to vote. The office actively promotes public awareness of the voting process and helps political participants comply with election rules. The mission of Elections Manitoba is to protect the democratic rights of all Manitobans by conducting free and fair elections, thereby enhancing public confidence and awareness of the electoral process. The Chief Electoral Officer (CEO), who must remain non-partisan and does not vote in elections, oversees the administration of provincial elections to ensure they are fair and impartial.

Conditions of Employment:

• Must be legally entitled to work in Canada.
• The incumbent must be, and remain, politically non-partisan in both perception and fact.
• Must provide and maintain a satisfactory criminal record check.
• Must be willing and able to work evenings, weekends and overtime as required to meet operational needs.

QUALIFICATIONS

Essential:
• Degree, diploma or certificate in Geographic Information Systems (GIS) or an acceptable combination of education and experience.
• Knowledgeable in GIS, including using ESRI ArcGIS, specifically ArcGIS Pro software and/or QGIS.
• Demonstrated ability to work with section-township-range, lot-block-plan and civic addressing.
• Analytical abilities including the ability to analyze geospatial/temporal data for accuracy, completeness and error.
• Organizational and time-management skills to manage multiple priorities in a time sensitive environment.
• Written and verbal communication skills.
• Strong attention to detail to complete work with a high degree of accuracy.
• Experience using Microsoft Excel.
• Experience interpreting satellite imagery.

Desired:

• Working knowledge of Python/ArcPy

DUTIES:

The GIS Technician will assist with the creation and maintenance of Elections Manitoba’s GIS and
electoral boundary data. This position will support the delivery of voter services and electoral mapping
including spatial data, address management and voter registration programs to support operation of the
Manitoba Voter Register and the production of a variety of mapping products necessary to administer
electoral events.
