The Lands and Planning Branch is seeking to fill the position of Planning Specialist.

Conditions of Employment:
- Must be legally entitled to work in Canada
- Must be willing and able to travel to rural, northern, remote communities throughout the province, by various forms of transportation, with occasional overnight stays.
- Must possess and maintain a valid full stage Manitoba Class 5 Drivers Licence.
- Must be physically capable of performing duties and functions of the position including walking over rough terrain, lifting up to 30 lbs., and occasionally working in inclement weather conditions
- Must be willing to work overtime as required.
Qualifications:
Essential:
- Post secondary degree or diploma in planning, land management or public administration. An equivalent combination of education, training and experience may be considered.
- Experience related to land use planning.
- Experience researching, analyzing and interpreting legislation, regulations and planning policies to formulate management recommendations and facilitate the development of land use plans.
- Strong problem solving skills with the ability to integrate scientific, technical, stakeholder, and Indigenous knowledge in land use decisions.
- Strong interpersonal skills with the ability to collaborate and maintain effective working relationships with various stakeholders such as government, non-government, industry, and Indigenous communities, resources users and the public.
- Excellent verbal communication skills with the ability to communicate information in a clear and concise manner.
- Strong written communication skills with the ability to write various documents and detailed analytical reports for decision makers and stakeholders.
- Excellent organizational and time management skills with the ability to meet tight deadlines while managing multiple priorities and competing timeframes.
Desired:
- General knowledge of the principles and application of Geographic Information Systems to land use planning.
Duties:
The position(s) is responsible to develop and implement provincial Crown land planning, operational land use policies and deliver programs and initiatives for lands administered under the Crown Lands Act. The incumbent is required to incorporate land-planning principles through consultation, and collaboration when implementing planning initiatives to ensure effective stewardship of Crown land. The position responsibilities are complex, requiring a high degree of critical thinking, analytical and emotional intelligence skills to foster effective working relationships and make sound land use recommendations.
